Carbon taxation when climate affects productivity

چکیده

Based on a numerical model where climate change affects productivity, the second-best optimal carbon tax is found to exceed marginal social damage by 53 percent, and " marginal private damage " (aggregate households' marginal willingness to pay) by 73 percent. Annual welfare gains from carbon taxation are estimated at $3.58 billion when marginal damage is $40 per ton; employment also increases. Setting the carbon tax to the Pigouvian rate raises welfare by only $3.17 billion. The seemingly contradictory results in the " tax interaction " literature are shown to arise only when using " marginal private damage " for the case of an amenity externality.

Forest Carbon Sequestration Subsidy and Carbon Tax as Part of China’s Forestry Policies

Forestry is an effective strategy for climate change mitigation. However, forestry activities not only sequester carbon but also release CO2. It is therefore important to formulate carbon subsidy and carbon taxation policies on the basis of the price of carbon. In this study, a forestry-based Computable General Equilibrium (CGE) model was built by using input-output data of China in 2014 to con...

Ecosystem responses to recent climate change and fire disturbance at northern high latitudes: observations and model results contrasting northern Eurasia and North America

Vegetation composition at high latitudes plays a critical role in the climate and, in turn, is strongly affected by the climate. The increased frequency of fires expected as a result of climate warming at high latitudes will feedback positively to further warming by releasing carbon to the atmosphere, but will also feedback negatively by increasing the surface albedo. The net effect is complex ...

The Welfare Effects and the Distributive Impact of Carbon taxation on Italian Households

In this work the welfare effects and the distributive impact on Italian households of the Italian Carbon tax are calculated. The Carbon tax has been introduced in Italy at the beginning of 1999 asking for smooth increases, over a number of years, in the prices of most fossil fuels. Its welfare effects have been calculated using True Cost of Living index numbers and the Compensating Variation. T...

Effects of forest management on productivity and carbon sequestration: A review and hypothesis

With an increasing fraction of the world’s forests being intensively managed for meeting humanity’s need for wood, fiber and ecosystem services, quantitative understanding of the functional changes in these ecosystems in comparison with natural forests is needed. In particular, the role of managed forests as long-term carbon (C) sinks and for mitigating climate change require a detailed assessm...

Metabolism Predicts Ecological Response to Warming

While politicians like United States Representative Michele Bachmann (RMinn.) rail against efforts to curb human contributions to global warming—she thinks carbon dioxide, a ‘‘natural byproduct of nature,’’ could not possibly be harmful—scientists are documenting the damage. Numerous studies describe how climate change is threatening the persistence of a broad range of plant and animal species ...
